That is a good question. It also brings up the question of wizarding 
world population. It seems to me that during the time LV was really 
gaining steam, and doing a lot of the killings, there were less kids 
being born in the wizard world. Harry's class and the years before him 
at Hogwarts seem smaller than they would normally be.
