A lot depends upon your definition of your terms.  Speaking strictly  in 
terms of magical ability, you're probably right - but speaking in terms of  his 
overall effectiveness as a member of the Order, Sirius was definitely the  
weakest link.  And he knew it.  The problem is that strong magic  doesn't do much 
good if it can't be used.
 
As to the DoM fight, that whole situation shows that not only is he the  
weakest link in usefulness to the Order, he is also Harry's Achilles heel, his  
area of greatest vulnerability.  Given that Harry is the one person  necessary 
to the Order's stated purpose of the defeat of Voldemort, anything  that 
weakens HIM weakens the Order.  That made Sirius not just the weakest  link, but a 
liability to the Order's purpose.
