I'll have to disagree with you on that. Granted the curse was not
expertly cast but I'll bet the very first time Voldemort tried that
spell it was not at 100% either. Harry's curse was strong enough to
make Bella scream, and you'll notice she stopped with that silly baby
talk after that and took Harry far more seriously. It's clear to me
that Harry did violated the letter of the law, and the spirit of the
law too for that matter; however it is equally clear to me that he
will not be prosecuted for it.
