Not necessarily. Any noble could dub a knight by mere resting his 
sword on a shoulder of a person thus honoured. Of course, the 
existence of nobility implies the existence of royalty, but there is 
no reason to suggest that it had anything to do with Hogwarts and/or 
magic. Wizards and Muggles did live together before 1696.
