I have another possibility in mind, one that you haven't mentioned in
your post. I think it's possible for Snape to suggest Harry join his
class, even if Harry doesn't make the grade. I don't think Snape could
have peace of mind if Harry isn't somehow under his watchful eye, both
to torture and to protect (and I do believe that instances like Snape
refereeing the Quidditch match in PS was purely for Harry's
protection. Wizard's debt to James does not make it a selfish action
IMO).
