That is a good thought, and a pretty funny picture of Harry's parents 
being denied for being too-high risk.  Also, we have no reason to 
believe that something like this doesn't exist in the wizarding 
world.  But I am still hoping that we haven't been given an 
explanation of the fortune for some specific reason.  It could turn 
out to be a good story.
