At some point, JKR states that Snape's redemption would become a 
pattern for others. Petunia? Obviously SOME people try to leave 
Voldemort -- Snape, Regulus Black.....

I don't want to believe that Percy is truly evil, either, given how 
much I love all the Weasleys.....but he was truly horrible in OoP....
