At a guess, it's not possible (or it's difficult/risky) to Apparate
with another person, else why bother with the broomflight from Privet
Drive, or the annual rigamarole of getting Harry and the Weasley kids
to Platfom 9-3/4?
Even if it's possible to Apparate with a baby, we know that Dumbledore
can cast an anti-apparition spell of some sort (he does so at the
Ministry to keep the Death Eaters from escaping), so presumably Voldy
could and did do the same at Godric's Hollow.
Speaking of Apparition, if I were Dumbledore--given Harry's propensity
for finding himself in bad places--I think I'd try to find a way to
teach him early. Or,at least, provide him with a Portkey for
emergencies. For that matter, emergency Portkeys would be a pretty
good way to protect the population as a whole (assuming, of course,
that there isn't some easy way for Tommy's Toerags to interfere with
them).
Fudge is on his way out, I wonder if the new Minister would be open to
this sort of thing for the duration?
