I really don't think that Harry or any one else who uses the Floo Network
can travel their whole body through the fire, or if they can then they do it
only at certain times. The part in The Chamber of Secrets comes to mind when
Harry ended up in Knockturn Alley the first time he travelled by Floo Powder. At
that time he was able to climb out of the fireplace and look around at where
he was. I do however think that the only way that he would just have used
his head to travel through and left the rest of him where he was would have
been when he needed to have a quick word with people like Lupin or some one
like that.
