Since Lily and Petunia's parents are stated to be muggles on several
occasions. At least it is suggested by the mudblood comments. Then
she can't be a squib by definition. We don't have any reference to
what happens if someone declines to be a witch or wizard. I think
one could say she is a muggle, as Hagrid put it "non magic folk", but
that she could be a non-trained witch would still be possible. I
have a theory that maybe one or both of Lily's parents was the squib
and that is why they were happy to have a witch in the family.
Without someone saying exactly what they are I don't see a way for
someone to know for sure.
