Historical parallels, you mean?  I would say in a very
general, cultural-archetype sense, Dumbledore is
Churchill to Fudge's Chamberlain.  

He's willing to accept responsibility for making the
hard, no-win decisions, willing to speak unpalatable
truths that people don't want to hear, willing to ask
people to make what seem like unfair sacrifices, and
willing to take the blame when things go wrong.  It's
what makes him the WW's de facto wartime leader,
regardless of who the official minister is.
