GEO: Except the wizards that Harry encountered were all seemingly 
Order members or ministry aurors including Diggle, Shacklebolt and 
Vance so they were of no threat and possibly observers and people 
sent by DD to check up on him.

GEO: Arthur Weasley is also a DD supporter and ally. I'm sure that 
helped immensly in getting the floo people in setting up the 
connection.

GEO: Petunia's hair I believe is blond not black. I believe you're 
suffering movie contamination here. As for the differences, it's 
most likely genetics like why Hermione is a witch and her parents 
aren't or why Filch and Figg are squibs instead of wizards.
