This would be in line with what JKR has done before with Rita 
Skeeter, I agree.  Although I don't know, given the flagrantly 
illegal and murderous possibilities in Umbridge's actions (sending 
the Dementors I'm thinking about) it doesn't seem like a good way to 
address this particular issue.
