This is interesting.  Could one speculate that if Petunia were indeed a witch 
in a very deep closet, she might have failed to make the cut for Hogwarts 
when she was 11, and this adds to her attitude?  Especially as her younger 
sister, (pretty, desirable, talented, popular,) became a respected member of the WW. 
'If you can't lick 'em, join 'em....'  Or, if you can't join 'em, put them 
down as 'awful, worthless, evil, etc....'
