I think it's called "chamber of secretS", plural for a reason. I do 
believe that it was Salazar who'd left Basilisk – it makes perfect 
sense since he was a Parselmouth after all, and his heir was 
supposed to be a Parselmouth too. Which means that they were the 
only ones who could control the monster.   I don't think, however, 
that Basilisk was the main reason to build the chamber. Rather, I 
think that he was placed there to GUARD something. Monsters are 
often employed in that way. And I wouldn't be surprised if Harry 
would have to descend to the chamber again to learn the secret he 
(and LV) overlooked first time.
