Good points.  We know that Albus was asked to leave the Wizengamot, 
apparently by the members of the body.  That seems to indicate that 
the Wizengamot is a self-perpetuating council.  In that case, given 
teh rest of the theory outlined above, Wizarding Britain would 
essentially be a classic oligarchy.
