In between the department heads and the top of the greasy pole are Junior
Ministers. Fudge was one at the time of Voldemort's defeat, as he tells us
in PoA. There may of course only be one but I believe he phrases it as "I
was _a_ Junior Minister" rather than "I was _the_ Junior Minister" which
suggests that there are more than one. If each has an area of
responsibility, then perhaps that's the "Cabinet"
