Note the comment of Sirius (or was it Lupin?)in OOTP about many
being all for the "purification" of the wizarding race, at least
until Voldy showed his "true colours." So he was on the scene for a
while before all heck really broke loose. I wonder what sort of hold
he had already established by the time these colours were shown?
Just speculation, of course, we really don't have enough canon at
this stage.
