Carol notes:
Pathetic as Voldemort's attempts at harming Harry have been for
various plot-related reasons, he did succeed in Crucioing Harry and he
wants Harry dead. Making a child sleep in a cupboard with spiders may
be child abuse (or child neglect), but Crucio is a form of torture.
Nothing that the Dursleys have done or tried to do compares with that.
Nor have they repeatedly tried to murder him.
