Things better for House Elves? - How? and Why?

True,  they were given an incentive to behave.  That
means any public displays of cruelty was out of the
question,  lest they draw suspicion on themselves. 
But how would anyone know that they were mistreating
their house elves as that would be going on behind
closed doors?  Thats what I don't get.
