That has been a question many have asked, followed closely by, "How 
did the Weasley's get Scabbers in the first place?"  Makes me wonder 
what all the Headmaster knew.  It is quite possible that DD knew 
about Pettigrew/Scabbers, and though he may not have known he was 
the betrayer, he at least want to keep an eye on old Wormtail.
