Chys:

I think they can study it, as in studying from books, within the 
building/on the grounds, and then practice in Hogsmeade or elsewhere.

I think if it's apparating at all, then it's not allowed or the 
teachers wouldn't have been travelling through the school on foot in 
important situations where they needed to be there immediately, and 
did they ever use the Floo network to get from room to room?
