IMHO, Harry will be too much occupied with hunting down Voldemort to be Head Boy.

That being said, I do think he will return to Hogwarts, but not as a regular Year VII/NEWTS student.  Harry needs to learn a lot more before he is ready to take Voldemort on, and Hogwarts is the major center for magical learning in the British Isles.  I think he will return as a 'special student', doing independant research in the library and recieving one-on-one instructions from teachers in the areas he especially needs.
