It's not that they can't handle having a Time-Turner, it's that they 
don't want people messing about in the time stream. Hermione is 
probably the one-in-a-million that the Ministry thinks they can 
actually trust with the little hourglass thing.

(Which, come to think of it, begs the question of just how can anyone 
get twelve O.W.L.s...)
