I wondered that too - specifically about the Lockhart books. I suppose 
it could be argued that it would be too difficult to race around the 
school exchanging them between classes. 

I do think the actual line was "we can get a lot of Ginny's things 
secondhand" - things, not books. So maybe that refers to cauldron, 
wand, robes, scales, telescope, things that the older Weasleys would 
still be using.
