Alesia suggests:
I think the staff didn't believe there was anything they could do.  Presumably the castle has been searched over and over again for the Chamber over the past fifty years.  It has never been found.  They didn't know where to look.  I think the staff honestly believed Ginny was either already dead or beyond rescue.  Their thoughts had already turned to the remaining students and keeping them safe and getting them home.
