Bart:
It was to let the READER know he's incompetent. Remember, JKR was 
writing primarily for children, who don't look as deeply as adults do 
into things. Therefore, in order to make the book more readable by her 
primary audience, she wrote a few things that don't stand up to close 
scrutiny in order to make her point.
