He could mean a) that even though he had performed Unforgivables the 
Ministry didn't have much in a way of evidence to incarcerate him 
indefinitely; b) that he was simply being sarcastic like with "I don't 
know what he means by it"; c) that from the true DE point of view any 
period in Azkaban could only be temporary, since the Dark Lord could 
be counted upon rising again; d) all of the above simultaneously.
