He used Harry as bait alright. In fact he used Harry exactly as 
Scrimgeour tried to use him: Dumbledore effectively demonstrated to 
Slughorn that he had the Chosen One on his side. This was the lure so 
impossible to resist, not Harry's eyes or possibility of his joining 
the Club.
