You are right: Draco misses do-not-insult part completely. Not 
surprising, really, since that's the source of his problems not only 
where hippogriffs are concerned. It's hardly fair to blame Hagrid 
for that, however. 

Here is the canon: 

"Now, firs' thing yeh gotta know abou' hippogriffs is, they're 
proud," said Hagrid. "Easily offended, hippogriffs are. Don't never 
insult one, 'cause it might be the last thing yeh do."

You can hardly make the matter plainer than that, now, can you?
