Yeah, but a thousand years ago.  In those days Muggles believed in
magic. Muggles and Wizards were still part of the same magical world,
which also contained Giants, Goblins, Centaurs, and so forth.  Muggles
could have allied themselves with disaffected factions among the
Wizarding population, just as LD did with Giants and Dementors, making
them more dangerous than modern Muggles even though their destructive
