The whole of her quote says that Squib is a good guess because there is more 
to Petunia than meets the eye, but that Petunia is not a Squib, she is a 
Muggle.  "She is a Muggle" sounds like she's not a Witch, but that JKR is 
saying she's like a Squib because Squibs can't do Magic but know things 
about the WW and can be tied to it in some way.  Or probably something more 
mysterious that we don't understand yet, but I don't see how she could be a 
Witch.  Personally I think she'd have jumped at the chance to go to 
Hogwarts.
