If Snape knows as much as you say, then he knows that there isn't the
slightest chance that McGonagall or Dumbledore will agree that Harry
should be expelled.  In any case, it wouldn't have been his fault if
they *had* been expelled, since only McGonagall or Dumbledore
had the authority. Nor is Snape responsible for all the charges
against them. Everyone already knew that Harry and Ron 
took the Weasley car and that the car was seen by Muggles -- the 
Ministry was investigating. The only additional accusation  Snape 
made is that they damaged the tree --hardly a serious offense.
