There's no canon for it it either way that I can find but I have a theory.

It could be that, knowing Hogwarts itself didn't accept Umbridge as
headmaster (she couldn't get into the office) he took a different tactic in
OOtP and, rather than make Dumbledore suspicious (again?) he decided baiting
Sirius into carelessness would set Harry up pretty good to be LV's pawn.
There's always more than one way to get what you want if you're smart enough
to figure it out. And Snape is very smart...
