I don't think that Emmeline was killed with the AK. If one of the 
purposes of the murder was to intimidate Muggles, AK would be the 
wrong curse to use. The death would then not look to Muggles like the 
result of "foul play". Recall that the Riddles were murdered by Tom, 
and the gardener Frank Bryce was suspected. But this never led to 
charges because on further investigation the authorities were forced 
to conclude that all three just dropped dead for no apparent reason...

The memory modification would be a risk, of course. But I gather that 
what Voldemort did to Bertha Jorkins is not something he would 
typically do to a random DE who had just (seemingly) accomplished a 
successful mission. What was done to Bertha rendered her completely 
useless thereafter...

And a casual Legilimensing wwould not turn up anything suspicious.

I think this is a nice theory about the Vance murder.
