Sometimes an author just has a cool plot idea. I'm sure JKR thought it
would be cool to see the interaction between the Muggle and Magic
governments, and it was at least that, cool. 

But, I also agree that it couldn't have possibly worked before now.
Certainly PoA could have started with Fudge informing the PM, but
that's kind of a waste of a good scene; not all that much to say and
do, an not that much of a reason for the PM to get frustrated.

So, really, I don't think it was much more than that, a cool chapter
idea that finally worked.

Just a thought.
