  I saw this interview and thought it clarified a lot about wandless 
magic.  This is from a BBC on-line interview of Rowling from March 12, 
2001. 

Do you need a Wand to do Magic?
You can do unfocused and uncontrolled magic without a wand (for 
instance when Harry blows up Aunt Marge), but to do really good 
spells, yes, you need a wand. 

 Wandless magic still seems a little inconsistent to me, but this is 
the official answer I guess.
