Not sure I believe the theory, I need to think about it more, but my 
reaction was also 'WOW'.

To answer thge above objection, the implied threat is not that Draco is 
going to bite Borgin there and then, but that Greyback will bite him, 
or a family member, at a full moon, if he fails. The threat is made 
more real/believable since apparently this has already happened to 
Draco, a member of a prominent family with Death Eater members.
