I'm not so sure. I wouldn't put anything past Voldemort. In the second chapter, Narcissa is 
very concerned with Voldemort having assigned Draco such a difficult task just because of 
Lucius's mistakes. Also, Snape tells Narcissa and Bellatrix that he thinks Voldemort means 
for him to finish the task in the end anyway... in the "unlikely" event that Draco should 
actually succeed. (I can't quote exactly because I don't have my copy of the book handy at 
the moment- but, I know it goes something along those lines.) So, I think that killing 
Dumbledore was really the task that Voldemort assigned to Draco.
