Amiable Dorsai:
I think you've put your finger on it.  Draco hasn't scared Borgin
personally, it's his associates--Big V in particular--who frighten
Borgin.  And it's ever so Draco--Draco is alway's using his
connections to try to get others to do his will: He uses Crabbe and
Goyle as goons, he is forever reminding people who his father is, he
brags of of having connections amongst the OWL examiners, and so on.
