PJ answers:
I do think Hagrid has his license to apparate.  If he's doing odd jobs for 
Dumbledore and running errands for the school then he'd almost have to be 
able to.   Granted he's not allowed to do magic but apparating isn't 
considered magic in the WW, it's a popular form of transportation.

In the Muggle world people are not required to have finished school in order 
to get a driver's license.  The only requirements for that is reaching a 
certain age and passing the driving test(s).  Even people with criminal 
records are allowed a license!  So, if Hagrid took the lessons (from 
Dumbledore maybe?) and passed the test, then I see no reason he would be 
denied that form of transportation.
