Oh, I'm quite certain the Dursleys are in for quite a number of surprises in the next book, many of which will probably bounce off their skulls. On the subject of Dudley having more damage than just being doted on though, of course his treatment by his parents has damaged him. He was given everything he wanted and allowed to tantrum without consequence. He was bribed with food and toys. He also has to endure his father's temper as well as deal with his mother's need for perfection. It doesn't lead to a healthy self-image to live in circumstances of that nature.
