Voldemort addressed Pettigrew as Wormtail in the "Death Eaters" chapter 
of GoF. I think this is when the nickname became general knowledge 
among all of the Death Eaters.

I believe Snape recognizes the names in that scene (though he may not 
be sure which nickname applies to which Marauder, other than the rather 
obvious Moony.) When he calls Lupin to his office and they discuss the 
Map, Snape says, "You think a joke shop could supply him with such a 
thing? You don't think it more likely he got it *directly from the 
manufacturers*?" (Emphasis in original). I believe the italicized 
phrase was a reference to the Marauders.
