I'm not quite clear about this . . . are you saying that Voldemort 
wasn't smart enough to get to the mirror and actually needed the 
assistance of Snape?  

Very likely Snape (or anyone else) didn't know about the mirror 
because AD didn't tell anyone.  I think we've seen that AD isn't 
necessarily forthcoming about his plans.
