In addition to being a superb plot device which allows JKR to introduce 
a fascinating new character in every book, I'm sure you must recall 
that Lord Voldemort, stung by Dumbledore's refusal to give him the job 
some years back, seems to have put a curse on the DADA position - to 
quote the end of HBP's 20th chapter:

"Oh, he definitely wanted the Defense Against the Dark Arts job," said 
Dumbledore. "The aftermath of our little meeting proved that. You see, 
we have never been able to keep a Defense Against the Dark Arts teacher 
for longer than a year since I refused the post to Lord Voldemort."
