Don't you think Harry was powerful enough to perform dangerous 
accidental magic even as a 13 y/o?
I wouldn't put it past him, as he blew up his aunt with little to no effort.
I don't know but I think accidental magic can do quite a bit of damage, 
of course it usually doesn't but that's because
there are not many that are as powerful as Harry.
