So that means some wizards don't get their ideal wand because it would
have been one with a core that's not available at Ollie's? What does
he do if every wand in the shop "rejects" them? Send them to another
country?

Whoa. There is no indication in canon that _every_ potion requires use
of a wand. This seems like one of those evasive answers, where the
real meaning is "Yes, there are some potions that they can make, the
ones that don't require a wand"

I'd be very disappointed if "the whole Petunia thing" turned out to be
a whole lot of nothing, but given the sheer _number_ of things that
"have to" turn up in Book 7, there's no way to fit them all in.
