Are you sure he said Muggles? I seem to remember he said "muggleborns",
but I might be wrong.
I don't know, Arthur's attitude seems to me very patronising, "ah, look
at the clever tricks they do, bless...". And he is the best wizarding
world has to offer.

No, I don't think they view them as equals, "just like themselves". You
don't go and obliviate equals until they half lose their mind.
