Ryan:

JKR's comment doesn't seem to negate the possibility that some
parents choose not to send their children to Hogwarts.  We know,
for instance, that Lucius considered sending Draco to Durmstrang.
We also know that DD isn't sure if Aberforth can read, which
implies that he might not have much "book-learnin'," so he might
not have gone to school anywhere.  It seems possible that Morfin
and Merope Gaunt might not have gone to school either.
