Yeah but its a working watch. Harry gets Dudley's broken things, and
all his ugly clothes or the stuff he grows out of. Although I suppose
his arm could have grown too big for his watch.

Harry has also repaired some of the cast-offs he gets from the Dursleys,
like the alarm clock.  I thought and have no reason to think other than that
the Dursleys are the source from which the watch came.
